Pertanyaan, Tanggapan, dan Saran

  1. Nova, UNRC memberikan informasi kepada peserta rapat tentang formulir asesmen keluaran BNPB. Menyarankan agar demi keseragaman pendataan, semua pelaku asesmen memakai formulir asesmen BNPB, selain formulis asesmen sendiri. UNRC menyediakan beberapa formulis asesmen BNPB  untuk difotokopi jika diperlukan.
  2. Informasi dari KaDis Pariwisata yang baru berkunjung ke desa Tumalek: 198 jiwa yang terkena dampak tsunami belum mendapatkan bantuan makanan, obat-obatan dan kebutuhan lain.
  3. Ka Dinsos: Menerima sms dari Camat Pagai Utara yang sangat membutuhkan bantuan 50 kantong mayat, 10 dus air mineral, dan tenaga evakuasi di desa Sabei Gunggu. PMI menanggapi bahwa pihak mareka masih memiliki 350 kantong mayat yang bisa digunakan. Ka Dinsos meminta agar kebutuhan makanan, obat-obatan, dan perlengkapan lain di lokasi tertentu diidentifikasi dan dilaporkan.
  4. Dinas Pariwisata telah menyaluran 30 Shelter Kit yang dibutuhkan oleh 43 KK di salah satu desa di ?. Masih ada satu desa lagi yang membutuhkan sekitar 60 Shelter Kit. Dua desa ini juga membutuhkan makanan, obat-obatan, dan tenaga relawan.
  5. Ka Dinas Kesehatan: Dinkes telah melakukan koordinasi pelayanan kesehatan di Muntei, Sabei Gunggu, dan Malakopak. Dinkes hanya memberikan pelayanan kesehatan kepada anggota masyarakat yang masih bisa diselamatkan. Tim Dinkes Kabupaten dibantu oleh Tim Dinkes Provinsi Sumatera Barat dan RS Daerah. Lokasi yang telah dikunjungi oleh Dinkes sebaiknya tidak lagi dikunjungi oleh tim NGO.
  6. Wawan, Mercy Corps: Untuk keperluan pengiriman logistik ke lokasi bencana dari Sikakap, ada dua kapal yaitu KM Eva (60 ton, tujuan Pagai Selatan) dan KM Sahabat Setia (80  ton, tujuan Pagai Utara).
  7. Pertanyaan dari seorang staf NGO: Apakah bisa kalau ada yayasan yang ingin menyalurkan bantuan secara langsung ke lokasi masyarakat? Ka Dinsos: Bisa saja, tapi harus diinformasikan ke Posko jenis bantuan dan lokasinya agar bantuan ke lokasi tersebut tidak tumpang tindih.
  8. Dr. Budi dari Dinkes: Meminta agar rekan-rekan NGO segera mengkoordinasikan bantuan kesehatan dengan Dinkes. Banyak dari rekan NGO telah ke lapangan tanpa member tahu Dinkes.
  9. Nova, UNRC: Pertemuan ini pertemuan koordinasi umum. Pertemuan khusus masing-masing sektor silakan dilakukan dan dikoordinir oleh Koordinator masing-masing. Usulan: Pertemuan koordinasi umum dilakukan setiap hari
  10. Koordinator SatGas PB, Josh Amatir: Tim Satgas sudah disebarkan ke lapangan, namun diperkirakan masih banyak korban yang tidak akan tertangani. Kalau ada yang berminat pergi dengan tim satgas, tolong bawa boat pendamping. Lebih bagus lagi kalau ada speedboat. Dalam kasus Muntei, korban semestinya bisa diselamatkan jika tim yang datang langsung membawa bantuan. Secara umum, pasokan obat-obatan masih sangat kurang. Transportasi juga menjadi masalah besar mengingat kondisi alam area yang terkena bencana. Belum lagi kondisi cuaca. Tim satgas hanya memiliki 3 kapal yang terus bolak balik. Tim satgas juga telah mengirim 40 kantong mayat ke Maonai.
  11. Dr. Budi: 4 orang petugas medis ditinggalkan di Maonai, namun tanpa tenda. Lokasi pengungsi berada diatas gunung, 3 km dari pantai. Pengungsi maupun tenaga medis sangat membutuhkan tenda dan makanan.
  12. Josh Amatir: Dapur umum tidak cukup satu karena banyak anggota keluarga yang mendampingi pasien. Juga melihat kebutuhan akan baju/pakaian bekas untuk pasien. Josh juga melihat bahwa banyak relawan yang mau terjun ke lapangan tidak punya perlengkapan yang memadai untuk mengangkat mayat busuk, sehingga bisa sangat membahayakan relawan sendiri. Untuk itu, dibutuhkan bantuan masker dan vaksin.
  13. Djonny Sitorus, SAR: Tim SAR telah memiliki pakaian rescue lengkap dan masker. Memiliki banyak persediaan kantong mayat. Bagi relawan yang mau bergabung dengan SAR, bisa ikut rapat di Posko SAR.
  14. Ka Dinsos: Kalau tim SAR mau terjun ke Sabei Gunggung malam ini, masih bisa.

Keputusan Menyangkut Rapat Koordinasi Berikutnya:

  1. Pertemuan Koordinasi Umum disepakati tiap hari Jam 8 malam di Kantor Camat Sikakap.
  2. Koordinator Kesehatan mengundang rekan-rekan yang bekerja di sektor kesehatan untuk rapat Jam 8 malam hari ini.
  3. Koordinator SAR juga akan segera melakukan rapat SAR setelah rapat koordinasi umum ini.

Question, Respond, and Suggestion

  1. Nova, UNRC provided information for meeting participants related to assessment form published by BNPB. Nova suggested to use BNPB form, in addition to their own form,  to have uniform mechanism of data collection. UNRC provided some of BNPB assessment form to be copied as necessary.
  2. Information from Head of Tourism Office, who just visited Tumaled village: 198 tsunami affected people has not received any support, and in need of food, drugs and other logistics.
  3. Head of Office of Social Affairs: Receive sms from head of Pagai Utara sub-district, who stated that the affected community needs support of 50 body bags, 10 box of mineral water, and volunteers to help the evacuation process in Sabei Gunggu village. PMI respond that they still have 350 body bags to be used. Head of Office of Social Affairs requested identification and report on needs of food, drugs and other equipments in each area.
  4. Head of Tourism Office has distributed 30 Shelter Kits to cover the needs for 43 HH in one of the village. Another village still needs around 60 shelter kits. The two villages also need food, drugs and volunteers.
  5. Head of Health Office: Health Office has conducted coordination of healthcare service in Muntei, Sabei Gunggu and Malakopak. Health Office could only provide healthcare service for community members that could still be saved. District Health Office Team is supported by West Sumatra Province Health Office Team and Local Hospitals. The location that already been visited by the Health Office should not be re-visited by NGOs
  6. Wawan, Mercy Corps: There are two boat to transport logistic to affected areas in Sikakap, KM Eva (60 tons, destination of Pagai Selatan) and KM Sahabat Setia (80 tons, destination of Pagai Utara).
  7. Question from an NGO staff: Is it okay for agency to directly bring support to community? Head of Office of Social Affairs: Yes, it is okay, but agency is expected to inform Posko (disaster respond post) related to the type of support and the location to avoid overlapping.
  8. Dr. Budi from Health Office: Requested that colleagues from NGOs to coordinate health support to Health Office immediately. Many colleagues from NGO have been sent to field without informing Health Office.
  9. Nova, UNRC: This meeting is general coordination meeting. Specific meeting of each sector could be conducted and coordinated by sector Coordinator. Suggestion: To conduct general coordination every day.
  10. Coordinator of Disaster Management Task Force (SatGas PB), Josh Amatir: SatGas team is already deployed to field, but it is estimated that many affected people have not received any support. Anyone, who wants to go to with SatGas team, should bring spare boat. It would be better if you have speedboat. In the case of Muntei, the affected people could be rescued if the team come directly to bring support. In general, there are still significant needs for drugs supply. Tranportation is also a big problem especially due to difficult natural condition of the affected area and the weather. SatGas team only have 3 boat, that keeps on running. SatGas team has sent 40 body bags to Maonai.
  11. Dr. Budi: 4 people medical personnel are staying in Maonai, but without tent. Evacuation location is located on the hill, 3 km from beach. Displaced people and medical personnel are in urgent need for tent and food.
  12. Josh Amatir: One soup kitchen is not enough because there are many family members that are staying with the patients. There is a great need for clothes for patient. Josh also see that there are many volunteers, who wants to go directly to field, without sufficient equipments to carry dead bodies, thus it endangers the volunteers. Therefore, mask and vaccine are needed.
  13. Djonny Sitorus, SAR: SAR team has full rescue outfit and mask. We have many supplies of body bag. For volunteers who want to join with SAR, please join our meeting in SAR posko.
  14. Head of Office of Social Affairs: SAR team still has the chance of going to Sabei Gunggung tonight.

Decision Related to the Next Coordination Meeting:

  1. General Coordination meeting is agreed to be conducted every day at 8 o’clock at the office of Head of Sikakap sub-district.
  2. Health Coordinator invites colleagues working in health sector to have a meeting tonight at pm.
  3. SAR coordinator will also conduct SAR meeting after this general coordinator meeting.
